This story was the second winner, in 1988, of the Theodore Sturgeon Award, then awarded by committee headed by Orson Scott Card. The Award is given annually in a ceremony at the Kansas University for the best short fiction of the year. I like most of the winners of this award because the politics and momentum of the Hugo and Nebula Award juries is virtually non-existant. IOW, I think that often the right author wins for the right story.
